Survey of United States History A: There were many changes in race relations that resulted from Reconstruction. Lincoln saw Reconstruction as a way of exhausting the Confederacy and winning the war, but the Radicals saw it, to renew the nations political and racial order. His plan was to replace majority rule with loyal rule to reconstruct southern state governments. Assemblies started assembling in Louisiana, Tennessee, and Arkansas in 1864.
