Definition of Repeat Offender

A repeat offender is one who has been institutionalized more than one time for committing a crime. Whether he or she committed a small white-collar crime, or a gruesome blue-collar crime, both of these instances deserve fair treatment. It costs less money to educate and rehabilitate a person than it does to institutionalize him or her.

Deciding to institutionalize or rehabilitate and educate can be a difficult decision for a judge or a jury to make. Each situation should be carefully reviewed, as not everybody will benefit from rehabilitation.
