When comparing the means of a group, the average is what is computed and analyzed. For example, you could compare the means of a state exam between the two groups of twelfth graders in two different school districts. This way, you would have to completely different groups of students with different teachers, but taking the same exact state exam. This would aid the school districts in a better understanding of school material and teaching styles.

Comparing the means of the state exams taken by two different school districts would also give the State education board information they could use to make any changes. Information collected by giving the same test to more than one school district would provide them enough information to see what areas are lower and need improvement and what areas are being taught well and not in need of changes.
