Traffic can be erroneously adjusted by a centralized control system by misreading the flows from inclement weather such as icing. This winter in the DFW area this happened with the automated toll system that misread slow traffic for congestion and raised some tolls to as high as 7 dollars but after the ice storm was over it was corrected and those charged did not have to pay. Implications can range from erroneously billed tolls to traffic backups because a central computer misread the conditions of traffic based upon its preprogrammed algorithms.
