No, not always. It really depends on the purpose of the software. In some business companies, what they want is that as long as the software is capable of doing its job then it is not subject to improvement. If however if the application is like for gaming development, they expect that the new version of the software has added features that would make development better and easier. Whenever there is a new software, it is always expected that the gains we could get from it is much better, much efficient, or much effective than its predecessor or competitor.
