Introduction This paper will cover the topic and examine the need for an Independent Government Cost Estimate (IGCE). The cost estimate is used to ensure that the government get offers that are fair and balanced when there is a need to request proposals for services or supplies. When an IGCE is completed it is important to keep the cost estimate confidential. If the cost estimate were to be revealed it would create an advantage to a prospective offeror of goods and services.
