Justin Hurwitz means when the Internet was first created it was built and used by government institutions and a community of researchers and everybody had a common goal to make the technology work there was no malicious intent behind it not the way it is today. There is really no foundation of trust on the Internet especially when it comes to catching a virus or stolen identity.
