Back in 2002, the Center for disease control had issued a report on the following, "Policy Issues and Challenges in Substance Abuse Treatment." This report has stated that there is a lack of community treatment facilities. There is a big difference between the numbers of people who need treatment compared to those people who can receive treatment. (IDU HIV,2002)

There are many challenges to providing the necessary treatment for substance abuse at a local level. The main challenge is the resistance most local communities show towards treatment centers. There are people out there who are in fear that if their community has treatment facilities then the crime rate and drug dealing may go up in their community.
