Introduction

There are

28 Strategic Health Authorities (SHA) in the

English National Health Service (NHS) and each

has a responsibility to manage the local NHS on

behalf of the Secretary of State. The Workforce

Development Confederation (WDC) is responsible

for the training and development function within

the SHA Trusts and this study concentrates on the

North and East Yorkshire and North Lincolnshire

(NEYNL) WDC. A Trust is an organization which

is based on the delivery of a de?ned range of services

within a comprehensive healthcare economy, e.g.

the services provided by the 18 Trusts within the
