That question is really up for the courts to decide; my question however complex of an issue is did Kofoed, violate his moral and ethical code of conduct as the director of crime scene investigation? When Kofoed took that oath he was stating that he would do his part in protecting the welfare of the citizens as well as upholding the law in putting away the criminals.
