 Question #1: Describe how you would balance the needs of Sparksvilles environment and economy?  Explain your reasoning.
 Attempting to balance environmental and economic issues, has proven to be far more difficult than I had originally anticipated.  Every solution I came up with had its own unique strengths and weaknesses, which would affect each issue directly, or indirectly.   Each variation I attempted on the game, took me to a different conclusion and I was then forced to alter my thinking.
