There has been a great amount of change in the philosophy and practices of sentencing and corrections in the past 30 years. In the first seven decades there was a strong emphasis on rehabilitation that lasted until 1970's. The focus on rehabilitation gave way to the focus on fairness and justice which was considered the "just deserts" model. Then the sentencing practices moved on toward a crime-control model which became extremely popular in the 1980s and 1990s.
