Introduction

For this comparison paper I have chosen to study two Juvenile programs that are actively involved in Norfolk Public School and work directly with student's who have active cases in the Department of Juvenile Justice. This comparison will conduct research on the Youth Challenged Advised and Positively Promoted program (YCAPP) and the Tidewater Youth Services Commission (TYSC).
