After reading Government Regulation of Tobacco Products Discussion Case at the end of Chapter 8 in our text, I would have to describe the orientation of Reynolds toward tobacco regulation at arm's length. I say this because according to our text being at arm's length refers to a position that is taken by businesses when they are at odds with a goal being imposed by a Government regulation. This position can result in a not so good relationship between such business and the government while working 'at arm's length' from each other.
