There are ranges of abilities the systems firewall can detect and prevent. The scan found the website to be a threat and therefor blocked the website.  This is an example of what the firewalls threat detection capabilities.  In result the content was blocked. 

Again, the system was able to detect the file was a threat to the system.  Attempting to download this file via this normal method, it was scanned and the antivirus software blocked the attempt. 

Here shows that there are still methods you can get around an antivirus. This was a known bad file that was able to bypass being scanned by this method of being downloaded. With enough permission, you can get anything on a system. Here, the directory was not...
